HISTORICAL BACK GROUND OF THE COOPERATIVE MOVEMENT.

                   Balochistan, being a part of Pakistan, shares its history of Cooperative Movement with India. It was formally introduced in India by promulgation of the Cooperative Credit Societies Act of 1904. The object was to provide loans to small formers through their own local associations, called Cooperative Societies, on relatively easy terms so as to free them from the clutches of the money lenders. Cooperative was thus a Government sponsored activity in the sub-continent and the Government created the necessary legal and administrative framework to encourage and regulate it. Subsequently, the Cooperative Societies, Act 1925 was promulgated in 1925: At the time of partition in 1947, this law was in vogue in Pakistan and the functions of the Cooperative Societies are still regulated under the same Act.

                        The Cooperative Movement was formally introduced in Balochistan in 1950 with one Deputy Registrar and two Inspectors. As there was no finance agency in the Province to finance the Cooperative Societies therefore hardly any progress was achieved until 1955. Later on with the financial assistance of the village Aid Program some small Cooperative Societies were organized and the Cooperative Movement was extended to interior of the Province.

COOPERATIVE SOCIETY.

                   It is a voluntary association of individuals combined to achieve an improvement in their Social and economic condition by polling their resource on the self help basis. The Management is carried out through democratic sprit.

FUNCTIONS OF THE COOPERATIVE DEPARTMENT.

                   For each province there is a Cooperative Department headed by a Registrar who is responsible for registration of the Cooperative Societies. The function of the Cooperative Department as envisaged in the Cooperative Societies Act, 1925 are mainly of regulatory nature which are summarized as under:- 

  1. Motivation among the masses for joining Cooperative Movement.
  2. Survey and Organization of Cooperative Societies.
  3. Registration of Cooperative Societies.
  4. Approval of bye-laws of each Cooperative Societies.
  5. Conducting of audit of each Cooperative Society once a year to eliminate elements of mis-use and exploitation.
  6. To hold periodical inquires into a constitution, working and financial condition of a Society.
  7. Inspection of Books of indebted Society to secure satisfaction for the creditors of their dues from the Society.
  8. Fixation of maximum credit limit of a Society.
  9. Appointment of Administrator, Liquidator and Arbitrator to safeguard the interest of members of the malfunctioning Society and winding up of a collapsing Society.
  10. Declaring a defaulting member ineligible for election of a Society.
  11. To render assistance to the Societies in the recovery of certain sums by attachment and sale of property in exercise of the power as a collector.

Function of the Civil court for certain purposes as laid down under section 59 (3) of the Cooperative Societies Act 1925.

DEVELOPMENT AND NON-DEVELOPMENT ON GOING PROJECTS FOREIGN FUNDED AND NATIONALLY FUNDED. 

                        There is no foreign funded/national funded project in the Department.

THE BALOCHISTAN PROVINCIAL COOPERATIVE BANK LTD. QUETTA (SECONDARY COOPERATIVE SOCIETY).

                        The Balochistan Provincial Cooperative Bank Ltd. Quetta was established on 2.6.1971 with The Primary object to meet the credit needs of affiliated cooperative Societies both in Agricultural and non-Agriculture sectors. The Balochistan Provincial Cooperative Bank Ltd; Quetta is the only legal umbrella to obtain the loan from Agriculture Credit Department of the State Bank of Pakistan.

SUGGESTION FOR REVIVAL OF PROVINCIAL COOPERATIVE BANK.

  • The Balochistan Provincial Cooperative Bank may be re-activated and loan advancement may be started on immediate basis so that the bank position is strengthened.
  • The Board of Directors may be consisted of bankers, Technocrats having Financial Back ground. The share holder of Societies may be limited to the technical and non-political members.
  • In case of grant to the Balochistan Provincial Cooperative Bank, the zonal offices (Divisional Headquarter) may be opened.
  • The bye-laws of the Balochistan Provincial Cooperative Bank may be changed by mutual consultation of the shareholders.
  • After the liquidation of Federal Bank for Cooperatives it is the basic need of the Balochistan Provincial Cooperative Bank to be revived by granting Aid on yearly basis.
